Plagiarism Policy
General Principles
The Editorial Board of "Public Administration and Regional Development" upholds high standards of academic integrity and implements a zero-tolerance policy towards plagiarism. Every manuscript submitted to the journal undergoes a mandatory check for borrowings.
Definition of Plagiarism
The journal defines plagiarism as:
- Copying and publishing someone else's work under one’s own name.
- Verbatim copying of text fragments without proper citation.
- Self-plagiarism (auto-plagiarism): using significant portions of one’s own previously published work without referencing the original source.
- Paraphrasing someone else's ideas or text without proper attribution.
Verification Procedure
All articles are screened using specialized software (e.g., StrikePlagiarism, Turnitin, or Unicheck).
Acceptable Originality Threshold: Generally, the editorial office expects an originality level of at least 80% (excluding standardized terminology and the reference list).
Each case of detected similarity is reviewed individually by the Editorial Board members.
Consequences of Plagiarism
If plagiarism is detected during the submission stage, the manuscript will be rejected immediately without the possibility of resubmission.
If plagiarism is discovered after publication, the Editorial Board will conduct an investigation and reserves the right to retract the article and notify the authors' affiliated institutions.
